I translate technical complexity into policy insight and strategic outcomes. I’m Munish Sharma, Ph.D. — a technologist-turned-policy specialist with 14+ years of cross-sector experience spanning software engineering, think tanks, and government advisory roles.
My work sits at the intersection of cyber policy, emerging and critical technologies, and geopolitics. I’ve advised senior diplomats and government officials, helped establish institutional capability for technology policy, and led bilateral initiatives — most recently implementing the Australia‑India Cyber & Critical Technology Partnership at the Australian High Commission in New Delhi. I was also part of the inaugural cohort of NEST Fellows at India’s Ministry of External Affairs and helped build the cyber and emerging technologies research practice at MP‑IDSA.
I combine a B.Tech in Electronics & Communications, an MSc in Geopolitics & IR, and a PhD on China’s cyber power to bring technical fluency, rigorous research methods, and policy-focused writing to projects. My domains include cybersecurity, critical information infrastructure protection, AI, quantum, semiconductors, 5G/6G, digital public infrastructure, and data governance. I publish regularly—books, monographs, journal articles and issue briefs—and design research programs, trainings, and multistakeholder engagements.
